neon 0.24.3 thinks it's 0.24.2

Hi Joe,

I was installing svn 0.31.0 today with neon 0.24.3 but oddly it
installed itself as 0.24.2:

configure: checking neon library
checking neon library version... 0.24.2
Using neon found in source directory.

Took a little while to track down, but neon-0.24.3/macros/neon.m4
has this:

NEON_VERSION_MAJOR=0
NEON_VERSION_MINOR=24
NEON_VERSION_RELEASE=2
