There have been other schema changes in the past. I remember messages
similar to the above when people tried to use newer clients with the
older schema. Please try an even older version of svnadmin.

Looking at the CHANGES implies the schema changed in 0.14.0 (and maybe
0.14.2, but maybe not) so try 0.13.0 maybe?
