No.
Look an ApacheMonitor.c file (in the Apache 2.0.47 sources tarball).
ApacheMonitor opens registry key
HKLM\\System\\CurrentControlSet\\Services\\
and finds services with "Apache*.exe" filename.

IMHO, svn setup program couldn't start,stop or restart apache.
Wherefore?
