There was a broken cygwin package of libxml2 around for a while. If you use
the latest version, it should work.

It sounds like a good idea to me. I use subversion on Cygwin, but as I am
stuck on a pathetically slow modem except during university term, I wouldn't
be a good packager for a large package like svn.
