Sure, you can send patches to the list any time, that's always been
possible (even many full committers sometimes post a patch to the list
first if they're not sure about their approach to a problem).
As I said before: no one can promise you that someone will have time
to review each one. That's nothing personal, it's true of all patches
posted to the list, no matter what they're for.
If the "you can verify them" was referring to me personally, then I
should tell you up front that I won't be able to review them. I'm
swamped right now with some non-Subversion work, and when that gets
done, I'll need to join the effort on issue #1499 and other
scalability/performance issues. Sorry -- just 24 hours in a day, I'm
sure you are familiar with the phenomenon :-).

Mmmm, not really correct. Certainly, the packaging code gets a lot
more leeway, both because it's not part of the core program and
because packaging systems may have very idiosyncratic requirements.
But it should still be comprehensible and not klugey, when possible.
