I'm not sure where this is documented, but it's been mentioned on the
dev list several times. The way the issue tracker works is that it
requires you to "request the Observer role" before you can update any of
the issues.

I think there's a link somewhere on the web site that you click on to do
this, but since I haven't created an account for myself, I'm not sure
exactly where this is.
