Just tried it now and this is what I got:

        subversion
        Issue Tracker

        Content-type: text/html

        Software error:

        Can't call method "prepare" on an undefined value at
        IzGlobals.pm line 413.

        For help, please send mail to the webmaster
        (webmaster@tigris.org), giving this error message and the time
        and date of the error.

This time, reloading the page did not help.
