cvs2svn issue 1362 ("spurious resyncs") - request for comments.

I've diagnosed the cause and outlined a solution in the issue.

Does anyone have any comments? Particularly on the bikeshed of exactly what
the messages should look like, and whether they should be printed at all in
the benign (mkdistinct) case.
