Paul, one more commit before 0.30 release

Hi Paul! Ben's about to commit Tobias's patch for cert caching.
After that, HEAD will be ready to be branched for 0.30. (Actually,
Ben's volunteered to write the CHANGES file, so you might want to wait
for that too. He'll do it right after the cert commit.)

Technically, the cert stuff was in 0.31 not 0.30, but it's low risk
and a very nice feature for users, so we might as well get it into
this release.
