[PATCH] Adding svn-push rev. 2

This patch adds the svn-push utility. It builds by default, but does not
install it. Note that I needed to add a new install meta-target "buildonly"
and add it to configure.in at the appropriate place. I talked with sussman
about it and he and I don't know if this is the proper way to do it.

Here's the log:

Added the svn-push utility to propagate changesets from one (networked)
repository to another.

  Added the svn-push target.

* configure.in
  Added the builtonly target to the categories that are built, but
  not installed.

* contrib/client-side/svn-push/svn-push.c
  Added the source for svn-push. Initial commit.
