It's pretty heavily tied, all rightie. About as heavily tied as
TortoiseSVN or AnkhSVN (neither of which is a subproject of SVN).
I'd suggest you create a project at Tigris.Org and start making some
progress. See directions at

Feel free to coordinate with your other developers on this list, at
