Missing svnadmin subcommands from reference section in book

Hi,

I just happened to run svnadmin --help, and found the createtxn
subcommand. Being the good little boy that I am, I immediately went to
http://svnbook.red-bean.com/html-chunk/ to determine what this subcommand
does. Unfortunately, this subcommand is not present in the index. Nor
is svnadmin verify.

doc/book/TODO mentions that svnadmin needs a lot more documentation. I
would be ready to submit a patch for both subcommands, but I will need
more information.

I know what verify does, since I saw the discussions on this list. But
what the heck does createtxn do ? What can an admin use it for ? Once a
txn is created, can an admin modify it ? How ?
