Ah, as of r7008, we now require neon 0.24.X. I'll change the
autogen.sh check right now.

No.

svn 0.29 works with either neon-0.23.9 or neon-0.24.X.
svn 0.30 will only work with neon-0.24.X. And HEAD is the proto-0.30.
