Ok, I fully understand you.
Svn team's policy is a _good_ thing (running all the tests, "conservative"
roadmap e t.c.).

But, IMHO, some people wants to use "unofficial" builds (for example,
TortoiseSVN users. Last TortoiseSVN build with many issues fixed already
based on 0.28.* svn tarballs [working with new repository version]).
Generally, I build it for myself (for having svnadmin.exe, which can handle
new repository version) ;-)
