Installing a pkgconfig file

Hi!

I added an subversion.pkg.in file and a configure.in directive to generate
a subversion.pkg out of it. However, I don't know how to install it in the
appropriate place, and what I tried so far does not work.

What should I add to build.conf to make it work?

Regardless, we could use some better documentation on how to
write entries in build.conf.
