FWIW, the pipe character is used by CVSNT when referring to drive letters,
instead of the colon, specifically because the colon is used to delimit the
CVSROOT subsections, i.e.:

        CVSROOT=:pserver:user@host.domain.example:/d|/path/to/repository

Since CVS does not use HTTP, it probably was never considered that the | is
illegal in URI's. It may be that the original intention was that file:// would
work with pipes but the http:// would not.
