This was discussed before. Some people don't like arbitrary files lying
around that they aren't using. These people get upset if Subversion
creates the things every time it notices they have been deleted.

The compromise was that if the directory is missing it gets created with
all the contents, but if just part of the contents is missing,
Subversion will not do anything.

(Or something like that.) :)
