Holy character!

I just discovered that when I do an "svn log ..." on my Windows command
line, the locale setting is destroyed. Every non-ascii character I type
looks weird, but it was correct before the svn log command.

I'm sure this is already in the tracker already, but this MUST be a PRI1,
right?
