entries file one directory too high?

since v0.24 one of our users on winxp has a strange feature: svn complains about text-base which
is not there. he always deleted the tree and did an up to correct this.

today we traced it with 0.26 installed on server and client, and we found, that the entries file
of the subfolder in the folder above.

folder/.svn/entries
folder/SUBFOLDER/.svn/entries

are both the same, the top one the false one.

did anyone experience something like this? how could this be possible?

commands executed on the folder were svn up, svn diff, svn log.
