Correctness of svn-config and its installation

At the moment svn-config is incorrect and is not installed, so it's
useless to apps. This issue deals with it:

It mentions someone wrote a patch to fix this problem. However, it does
not seem to be applied. Can anyone apply it? It's quite important.
