Add warning to svnadmin recover, WAS: FW: repository too slow suddenly

So that's why it was so slow when I accessed the repository from my browser
while recover was running. It was busy corrupting my repository.

Can I suggest an idiot-message for when the poor sap at the keyboard is
hurrying to get the system back up and usable? When "svnadmin recover" is
run, have it output something like "WARNING! MAKE SURE YOU TAKE DOWN THE WEB
SERVER BEFORE RUNNING THIS COMMAND, BECAUSE IF YOUR REPOSITORY IS ACCESSED
DURING THE PROCESS THEN YOU'RE HOSED! Continue? (y/n)"
