Until the admin monkeys it, or it changes via a software upgrade... yah.
It'll continue to work.

It is best to avoid them and just use the "public" URL.

And I'll warn people right now... if I ever see client software
*manufacture* a URL in the !svn space, then I'll be tempted to change the
default !svn out of spite :-), and to reinforce that client software should
not be doing that.
