I think I know what happened.

I emailed Daniel Rall (a tigris.org expert) about this privately,
asking how to make the 'users' list stop munging the Reply-to header.
In Daniel's reply, he said:

I realize now that he must have meant exactly what he said -- he
didn't turn off tweaking, instead, the header is being removed no
matter who set it.

Daniel, sorry, what I meant was: can we make the
users@subversion.tigris.org list stop doing anything special to
Reply-to? That is, it never sets it, and always lets the sender's
Reply-to through unchanged (if any).
