Ups. To make clear that I understand this correctly:
The tool "svn_load_dirs" is not an official part of subversion?

If this is true what is the recommended way (best practice) to
manage vendor branches (without "svn_load_dirs") ?

How about making "svn_load_dirs" part of the core development?
