I would be glad to tackle the re-arranging job if people are interested.
I could produce a list of items to move in to contrib from tools and
present to the dev list and then given the OK, go ahead and move them in
my working copy, build an RPM and make sure the build still works, and
then commit it.

Let me know if people are interested in having this done.
