Oh, since I appear to have neglected to respond, I'm fine with CMike's
proposed means of dealing with this issue. If we can avoid having to
special case handling of externals everywhere except export and checkout
by teaching svn to allow directories in it's working copies that live in
other repositories, then I can live with it.
