Correct. This is why svn-config is not installed, and shouldn't be used.

I think we're sort of waiting for some of the BDB dependency code to be
offloaded to APR-util before tackling this (as it'd simplify svn-config a
bit). But, projects shouldn't be using svn-config as-is. Or, they need to
help us come up with 'right' solutions for dealing when we have bundled
dependencies.

See how apu-config deals with expat for a rough idea of how the bundled
dependencies should work. Yet, that code isn't very clean, either. As an
aside, if you have *no* bundled dependencies, svn-config should work just
fine... -- justin
