Answering that question would require a fair amount of effort. I'm sure
there are ways to do something like this that would fit better into the
design, but before you can answer that question we would need to come up
with a good specification as to exactly what the feature should be able
to do and how it should integrate with the rest of Subversion, something
that svn:externals has never really had.
