I agree -- it's time. There are enough people using Subversion now
that a users list can support itself, and much of the dev list traffic
isn't stuff developers need to see.

Judging by the responses, most people agree it's time.
I've set up the users list now, in the way you described (I copied
over the subscribers, digest subscribers, moderators, and allowed
posters from the dev list). I'll send a separate mail to both
announcing this.
