Currently, the gen-make stuff is rather tightly tied to Subversion.
There are a number of special cases in the code to support our exact
requirements. It would be very nice if someone would extract the tool
from our tree and make it generic enough to support other projects in
addition to Subversion, but at the moment nobody has done so.
