I can understand your frustration. I can only speak for myself, not
the other committers, but I don't like extra features while the core
functionality is incomplete and/or has bugs. We don't *need*
svn:tarballs to do version control, and I personally don't want to
handle it while there are more important things that don't work. (The
same goes for svn:externals as it happens.)

That doesn't match my idea of version control.

I not qualified to comment on Windows patches.
