svn 0.25 release?

Paul, you still out there? Are you still working on the svn 0.25 release?

Things have been changing on /trunk in the meantime, and I think you
need to port these correctness fixes to your release branch:

6400: don't allow compilation against neon 0.24

6412: fix mod_dav_svn "&" filename handling bug

6416: have INSTALL say that we require 2.0.47

6419: fix memleak in general commit

6422: fix memleak in ra_dav commit

Also, httpd-2.0.47 is now the latest apache, so we'd like svn 0.25 to
use it as its new base platform. That means making sure the release
tarball is tested against it ('make davcheck'), and that the tarball
comes bundled with the apr/apr-util from httpd-2.0.47.
