Patrick Mayweg and Hans Marggraff developed SVNUP which is the JNI
wrapper we use.
You can find it on http://svnup.tigris.org/

You can find it also on
http://svn.collab.net/repos/svn/trunk/subversion/bindings/java/javahl/
This is the version that will be used as the svn java binding. I think
that currently this is the same version as svnup one (but packages changed)

However, for subclipse we use a modified version of svnup java bindings.
I submitted my changes to patrick so they will probably be integrated in
a new version

I developed svnClientAdapter that are some classes using svnup but that
are easier to use
http://svn.collab.net/repos/subclipse/trunk/svnClientAdapter/

If you plan to use svnClientAdapter, you can also look at svnant that
are some ant asks for subversion that are quite easy to understand.
