Are older versions of SVN / TSVN perhaps installed on either of these
computers?

Mismatched client/server versions. You installed the latest server
release (0.24.2), but it looks like the TortoiseSVN 0.12.1 client is
based on an earlier version of svn libraries.

SteveKing, what's going on? TSVN 0.12.1 was released on June
25... was it really compiled against svn 0.24.2? The "malformed
network data" is what ra_svn/svnserve always says when the protocols
don't match.
