It's essentially a distilled-for-popular-consumption version
of "svn log -r X:Y http://svn.collab.net/repos/svn/trunk", where
X is the rev of the old release and Y is the rev of the new one.

If you have a question about whether or not a particular change
is user-visible or developer-visible, just ask on the list, or #svn.
