This turned out to be the way I was building APR/APR-UTIL. When I ported
from Redhat RAWHIDE APR/APR-UTIL 0.9.3, httpd-2.0.45 to
APR/APR-UTIL 0.9.4, httpd 2.0.46 the problem went away.
