Not a bad approach if you're driving a GUI; the first error message
could be used for the title of the error dialog, and the remainder for
the content.

I confess to pretty profound ignorance on the subject of SVN's error
handling and reporting, but I'd have the library level report both and
have the command-line client suppress the first one.
