Slow Apache2 Speeds

I am having massively slow checkout/anything speeds when using Apache2
with Subverison 0.23. On the order of 1 operation (GET/whatever) every 5
seconds. I can watch the packets, I see the GET arrive, 5 seconds later
I see a response.

Other Apache related things (www, jsps, other stuff I have on this copy
of apache) run just fine.

Subversion runs just fine using svn:// and svn+ssh://.

I dont know of anyway to specifically test mod_dav, so, I figure the
problem could be in mod_dav or mod_dav_svn.

Anybody have any ideas at all? I have tried this on multiple boxes, of
various different speeds (from 3ghz hyperthreading to dual 700mhz, to a
single CPU AMD), the common thing is they all run Debian.

Sussman has been helping me a bit in #svn to no avail.
