Thank you very much. --with-devrandom=/dev/urandom appears to have
solved my problem.

Just for reference
$svn ci -F svn-commit.tmp
would just sit and not return. After 2 - 10 minutes I would
get frustrated and ^C. I could not find any errors in the
apache log and the client would acted normally when ^C was
trapped. This happened on the local machine with mod_dav and
remotely with mod_dav. But ra_local seemed to work fine.
