I'm wondering if anyone does any regression-tests to confirm that indeed
0.23 client can talk with 0.24 server, 0.24 client can talk to 0.23 server
(and same for other combinations of release that are supposed to be
supported).

I guess it's not part of the standard test-suite, but that it should be
quite simple to test with the standard suite.

I think I might find time to do such tests myself, but only on windows - and
I don't know how to run the test-suite on windows. The Python bindings and
testsuite are not included in the downloadables for windows and I don't have
a compiler for windows (only cygwin, and I prefer not to have to build
everything for cygwin).

Welcome to the world of alpha software.

However, I hope to make 0.24 the last incompatible ra_svn change.
Future releases should ensure at least one point release of
compatibility, just as with ra_dav. (I haven't updated HACKING to that
effect, for no particularly good reason, but I still expect it to be
true.)
