No, I'm afraid there isn't, short of modifying the source code.

(I looked into making that possible when I implemented the svn+ssh
stuff, but the hostname needs to go into the command vector before the
"svnserve" part, and there's no good way to combine
apr_tokenize_to_argv() with some kind of "%h" substitution.)
