Perl dependency and subversion-tools-0.24.1-6249

Hi, just got on the list - sorry if this has been answered before.

I just downloaded the subversion 0.24.1-6249 RPM's, but I get the following
dependency problem:

"perl(Config::IniFiles) >= 2.27 is needed by subversion-tools-0.24.1-6249"

I can't seem to find this package anywhere. Any pointers would be helpful.
