Misleading error message

Hello,

when I saw the following message for the very first time, I thought that
I ran a command that is only partially supported by subversion ("no
warranty").

  svn: Attempting restricted operation for modified resource
  svn: Use --force to override this restriction
  svn: Pass --force to override this restriction
  svn: 'Trash' has local modifications

Would it be possible to replace the term "restriction" by a clearer
description or clarify in which sense this is a restricted operation? I
know what the intention of this message is but it is not really intuitive.
