[PATCH] a tiny patch for svnbook

chapter 6 incorrectly states that patterns found in .cvsignore files
apply to subdirectories. this is wrong according to the doc/TODO file
and my copy of Cederqvist. I don't think it needs anything more than
removing that sentence (and the line in TODO that points out this bug).
