I had suspected that libtool was required to make the base tarball (as
opposed to the actual compilation); however,
http://www.freebsd.org/cgi/ports.cgi?query=subversion&stype=all
states that libtool-1.3.4-4 is a requirement to make and install
subversion (its out of date for 0.22.1).
The long and the short is that there is no voodoo black magic going on --
the dependency is just wrong. The port never uses a libtool outside of
the base tarball.
