Issue 1255 (svn: failure during string recoding)

Hi!

I just noticed Issue 1255, and started to wonder...
I had the same error message when checking a out a repository from a linux box
which was created from a Win32 machine. That was way back in 0.20.0, I think.
I just checked (0.23.0) and whoa, still present! A dump-and-reload on the
repo server (linux box from which the checkout fails) went fine, but the
checkout from the new repo under linux still fails. Interestingly enough,
Win32 machines can checkout just fine, and the files are OK!

I'm currently trying to figure that out, but I don't think it's an cvs2svn
problem, it's far more general (and alarming - it leaves an otherwise fine
repo in an unusable state from platforms other than Windoze!).

At very least, this error should not abort the checkout on the other files!
(Rationale: I could probably recreate 1 file, but not several hundreds!).
