Unfortunately, that thread bounced instantly from "we need separate
proxy files for different contexts" straight to "scanning, tunneling,
hyperfine meta-config-file closure spaces," with a brief interlude in
"is XML really human-readable?" The fundamental question of whether
proxy information is inherently server-bound or client-bound skipped
like a stone off the waves of debate.

New Issue 1326 covers this.
