I did the commands with 0.22.1 and then I upgraded to 0.23 and I got the same message
when I wanted to commit

Nope
As I said I had the message
svn: svn_io_copy_file: error copying '/home/prudhomm/Devel/GST/gstbase/simgen/.svn/dir-props' to '/home/prudhomm/Devel/GST/gstbase/simgen/.svn/tmp/dir-props.tmp'

I looked in /home/prudhomm/Devel/GST/gstbase/simgen/.svn/
I did not have the dir-props file
so I created it(touch)
and after that it went fine
