restartable checkouts fail at the same point every time

restartable checkouts seem not to work. if a checkout fails, it fails
again at the same point.

svn: could not fetch directory entries
svn: PROPFIND request failed on '...
svn: PROPFIND of '...': could not connect to server.

does somebody have a (windows) debug version of the client, where we
could track down this error?
