"server" file, grouping, how?

i don't understand groups for proxies in the "servers" file.

[groups]
group1=*.collab.net
othergroup=repository.blarggitywhoph.com

does this mean the server is in *.collab.net, or the client is in
*.collab.net?

in real life it seems that proxies are switched on and off depending
on the location of the client, not the location of the server.
